Quality charter

The Quality Charter aims at committing landlords to abide by some rules concerning the offered flats, the welcoming, and their behaviour towards the received students. This document is to be signed at the time of the registration at Oresme. The owner of the accommodation agrees (except a case of force majeure) to let the appropriate accommodation to students registered at Oresme in accordance with the following conditions :
1 - Definition
The Oresme accommodation is a furnished flat intended to be let to a student during his training period which should not exceed a 12 month term. This accommodation can be a separate one or not, a room or a flat, and in a house or in a block of flats. This accommodation meets the minimum conditions of comfort and habitability, in accordance with the legislation in force. The “Oresme” qualification is given by name for each accommodation. The landlord agree to keep the letting flat to a certain level of comfort in accordance with the Quality Charter. Should his obligations not be honoured, Oresme reserves the right to remove his certificate. The landlord agrees to accept Oresme’s rules and comply with the prescriptions of the present charter.
2 – Students welcoming
The landlord ensures a personal welcome to each received student. He is attentive, available and endeavours to make the student stay easier by helping him at his request in his steps and meeting his information needs.
3 – Trust Charter membership
For each student received the landlord signs a trust agreement stipulating the commitments of each party concerning their behaviour during the coming stay. This stay should be an opportunity for exchanges and friendly relationships.
4 – The accommodation
. General situation : usually in built up areas, more often in city centres, the accommodation is located close to public transports, shops, as well as possible activities complying with students needs.
. Type : it can be separate or not, in a building or a private house, however it should always comply with the safety and housing rules of laws in force.
. Shared accommodations’ characteristics : In the landlord’s main home or in a shared house, and for better charm and comfort the student could have access to a common room with his share-housing keeper, his circle and/or other tenants (TV room, etc…).
. Equipment : Should it be separate or not, the accommodation includes a bedroom with a minimum size of 9 square metres. It is normally ventilated and fitted out with at least a window or Velux guaranteeing reasonable lighting. The design is customized with furnishes. It is at least equipped with a single (90) or double bed with legs and bedding (base and mattress) in a good state (at least one blanket and one pillow completes the bedding) + a bedside table + a bedside light. The accommodation also includes a chair, a desk table, a storage space with shelves, a wardrobe with hangers. Sheets and pillow-cases can possibly be provided (on an extra charge weekly rate), then they are changed at least every fortnight except by another agreement written between the tenant and the landlord.
. Bathroom : Solely owned or not, the bathroom includes a perfectly clean washbasin and/or a bath or a shower and a bin. Should it be shared, the bathroom is to be cleaned once a week. Flannels and towels can be provided (on an extra charge weekly rate) and then changed once a week except by another agreement written between the tenant and the landlord.
. Kitchen/kitchenette: Should it be shared, some space in a kitchen cupboard is specifically reserved for the student and for his sole use, as well as a shelf in the fridge. Should it be private, the kitchen is equiped with at least a sink, a hotplate, a mini-oven or microwave, a fridge and some equipment (crockery for 2 people and kitchen utensils) enabling the student to cook and eat normally.
. Water, electricity, and gas are fully functional at the arrival of the student and are in theory included in the rent for reasonable use. Should it be extra, a calculation is made by reading the meter, as stipulated in the inventory and statement of state of repair, at the arrival and departure of the student, and calculated with the current price of the concerned energy.(in each case, the opening and closing of the meter is inherent to the landlord).
5 - The Oresme’s qualification
In return for his application form, the landlord is notified of his Oresme’s reference number and of the offered accommodation’s qualification. Furthermore, in order to make accommodation searches easier for the students, the accommodation is rated, i.e. Oresme gives a number of stars according to its specific criteria relating to the level of comfort and equipment. Should this rating not be questioned by registered letter within a fortnight following the notice, it is considered as accepted by the landlord and valid for the subscription’s term (i.e. one year). The rating can be revised in case of modifications of the accommodation and at landlord’s request or if the student points it out. The Oresme’s qualification just has a contractual value. Thus, it only commits the parties who signed the present Quality Charter.
Qualification and rating criteria
To establish the qualification, Oresme takes into account the following elements : - All tenancies which compliance with the laws in force are up to landlords, must be furnished and must meet the minimum comfort conditions quoted above. - The environment is estimated according to the geographic location of the accommodation, to its easy access, public transport, rapid access to a city centre, the safety of the district in which is located the accommodation, and the absence of nuisance (noise, smells). - the surface, comfort, furnishes, equipment (technical and plumbing), independence - the reception, assistance and possible services offered or made by the landlord himself or his circle.

1 star : accommodation including a bathroom, toilets and a kitchen to share, a non private entrance, and a minimum of furnishes (bed, cupboard, wardrobe, desk)
2 stars : accommodation including a private bathroom and toilets (sharing toilets allowed), a sharing kitchen, and a minimum of furnishes
3 stars : accommodation including a private bathroom and toilets, a private kitchen (micro-wave) and sophisticated furnishes
4 stars : accommodation including a private bathroom and toilets, a private kitchen (sophisticated equipment, washing machine) and sophisticated furnishes
5 stars : Impeccable accommodation, exceptional environment and equipment (swimming-pool, air-conditioning, hi-fi equipment, TV etc…), and a private entrance
NC : accomodation not yet qualified

The Oresme qualification and rating are specified on all documents related to the accommodation. Any modification made on the accommodation by the landlord and which could change the comfort level should be reported to Oresme.
6 – The Charter’s agreement :
The accommodation’s qualification and rating are made at landlord’s request. The agreement to the present Charter and its term is tacitly renewable for each subscription except if the landlord terminates it at the agreement’s anniversary date, or in case of no compliance with the Charter. Then, Oresme reserves the right to remove it Two copies of this charter are signed
